Award contract to Vimoc Technologies Inc., to provide acquisition and installation of real-time parking availability signs, for an amount not to exceed $126,000, authorize the City Manager to execute a General Services Agreement with Vimoc Technoligies Inc. in substantially the form attached as Attachment No. 1, subject to any changes approved by the City Attorney, and authorize the City Manager to increase the contract amount, if necessary, up to 10% above the contract amount. 2. Confirm the determination that the Project is exempt from the provisions of CEQA BACKGROUND Redwood City owns two downtown parking garages which serve visitors and downtown employees. Both of these facilities experience extreme fluctuations in occupancy independent of each facility. One garage is very heavily used during the week days while the other experiences heavy usage during evenings and weekends. This varying occupancy can make it hard for downtown patrons to identify where they are most likely able to find parking at any given time. ANALYSIS In an effort to improve communications and information availability for downtown patrons, the city solicited quotes from qualified vendors to provide real-time parking availability signage in the entrances of the two downtown parking garages. The purpose of this signage is to alert drivers, before entering, to the available parking in each facility. Staff received two proposals for the project. Evaluation criteria were based on best value (including on system features, scalability, and the ability to integrate with other parking systems), qualifying experience and references, and ability to meet schedule goals. Based on the evaluation criteria, staff recommends entering into an agreement with Vimoc Technologies Inc. ("Vimoc"). VIMOC Technologies was founded in 2013 and is based in Mountain View, CA. VIMOC offers an Internet of Things (IoT) platform and services for Smart City applications. Landscape Computing is VIMOC's flagship solution, offering a sensor -agnostic and application -agnostic platform to collect, process, and store sensory data efficiently.
