6.2.C. - Page 34 <br />To the Honorable Mayor and City Council <br />From the City Manager <br />April 25, 2016 <br />SUBJECT <br />Award contract to purchase and install real-time parking availability signs <br />RECOMMENDATION <br />By Motion: <br />1. Award contract to Vimoc Technologies Inc., to provide acquisition and installation of <br />real-time parking availability signs, for an amount not to exceed $126,000, authorize the <br />City Manager to execute a General Services Agreement with Vimoc Technoligies Inc. in <br />substantially the form attached as Attachment No. 1, subject to any changes approved <br />by the City Attorney, and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% above the contract amount. <br />2. Confirm the determination that the Project is exempt from the provisions of CEQA <br />BACKGROUND <br />Redwood City owns two downtown parking garages which serve visitors and downtown <br />employees. Both of these facilities experience extreme fluctuations in occupancy <br />independent of each facility. One garage is very heavily used during the week days <br />while the other experiences heavy usage during evenings and weekends. This varying <br />occupancy can make it hard for downtown patrons to identify where they are most likely <br />able to find parking at any given time. <br />ANALYSIS <br />In an effort to improve communications and information availability for downtown <br />patrons, the city solicited quotes from qualified vendors to provide real-time parking <br />availability signage in the entrances of the two downtown parking garages. The <br />purpose of this signage is to alert drivers, before entering, to the available parking in <br />each facility. <br />Staff received two proposals for the project. Evaluation criteria were based on best <br />value (including on system features, scalability, and the ability to integrate with other <br />parking systems), qualifying experience and references, and ability to meet schedule <br />goals. Based on the evaluation criteria, staff recommends entering into an agreement <br />with Vimoc Technologies Inc. ("Vimoc"). <br />VIMOC Technologies was founded in 2013 and is based in Mountain View, CA. VIMOC <br />offers an Internet of Things (IoT) platform and services for Smart City applications. <br />Landscape Computing is VIMOC's flagship solution, offering a sensor -agnostic and <br />application -agnostic platform to collect, process, and store sensory data efficiently. <br />
