6.2.C. - Page 35
Landscape Computing is essentially a new layer of the Internet designed to handle the
billions of connected devices and sensors expected to come online to support Smart
City Infrastructure. VIMOC's Application Program Interface (API) is paired with all
Landscape Computing applications allowing customers to query and share sensory data
online. Locally, their equipment is in use in the City of Palo Alto and Los Gatos. In
addition, Redwood City has an ongoing pilot with Vimoc testing their on -street parking
sensors.
For Redwood City, VIMOC proposes to install a Landscape Computing parking space
occupancy solution to support vehicle -count based occupancy information for the
Jefferson and Broadway garages. For both garages, VIMOC will include several
Dynamic Parking Signs that display messages managed by their online API solution.
The system will be an integrated, extensible platform able to support multiple smart city
services. Providing cloud -based data reporting and storage, allowing integration with
other relevant city data such as traffic management, way -finding, or other parking
management systems.
With the current proposed schedule, Vimoc will begin installation in May 2016 and have
the signage installed and running in June 2016. The installation of the dynamic signage
will not interfere with the installation of new parking equipment for the two downtown
garages. In addition, Vimoc's wireless solution will avoid disruption to the parking
garages and on the busy downtown sidewalks.
The proposed equipment upgrades are part of ongoing efforts to improve the
convenience and effectiveness of the City's downtown parking program. Updates on
other on-going efforts include:
• New on -street parking meters — The top ranked vendor has been selected and a
purchase agreement is being finalized for new on -street meters. Agreement is
scheduled for Council approval at the May 9th meeting, with installation anticipated to
begin in June.
• New parking and revenue control system for downtown garages — Installation is
currently on-going and scheduled to be completed in May.
ALTERNATIVES
Council may choose not to approve the agreement and direct staff to modify it or look
into alternative solutions for the project.
FISCAL IMPACT
The cost of the Dynamic Parking Signage system, installation, communications, data
services and warranty is a not -to -exceed amount of $126,000.00. The FY 2015-2016
budget included $110,000 in the Parking District Fund for the signage project. An
additional $16,000 will need to be reallocated from the Parking District Fund to cover
the full installation costs of the project. The annual costs for maintenance,
