6.3.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 23, 2018 <br />SUBJECT <br />Amendment of Silicon Valley Clean Water (SVCW) Joint Exercise of Powers Agreement <br />(JPA), Sections 1.16, 1.36, 3.2, 3.3, 6.5, 6.6, and 6.7, relating to the designations and <br />assignments of Treasurer and Controller of SVCW <br />RECOMMENDATION <br />Adopt a resolution approving and authorizing execution of Supplemental Agreement VIII <br />to the Silicon Valley Clean Water (SVCW) Joint Exercise of Powers Agreement <br />BACKGROUND <br />Since the inception of South Bayside System Authority (now known as Silicon Valley <br />Clean Water, or SVCW) in 1975, SVCW has contracted with the City for use of the <br />City's accounting system and financial services. The City's accounting system is a <br />proprietary software platform developed over thirty years ago and will be replaced within <br />the next two years. In anticipation of this imminent system change and in recognition of <br />SVCW's increasingly complex financial requirements, SVCW assessed its operating <br />needs and recently procured its own Enterprise Resource Planning (ERP) software <br />solution. <br />The recommended ERP system will meet core financial needs, strengthen internal <br />controls, provide administrative efficiencies, and deepen the analytical capabilities of <br />SVCW. Once implemented, the selected ERP system will support all finance, human <br />resources, and asset management functions. The SVCW Commission approved the <br />purchase and implementation of the new ERP in July 2017. <br />Regarding the use of accounting systems and financial oversight, the JPA currently <br />assigns to the City the specific roles and activities of the Controller -City Auditor and <br />Treasurer, summarized as follows: <br />
