6.3.B. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 23, 2018 <br />SUBJECT <br />Consideration of Citywide Transportation Plan, "RWCmoves" <br />RECOMMENDATION <br />Adopt a resolution approving the Citywide Transportation Plan, "RWCmoves", and <br />finding that the Plan is exempt from the provisions of CEQA under CEQA Guidelines <br />Section 15262 <br />BACKGROUND <br />The proposed Citywide Transportation Plan ("Plan") is a policy document that builds on <br />the General Plan. The Plan recognizes that the City can best address congestion and <br />limit neighborhood cut -through traffic by providing a transportation network that works <br />for everyone. It also emphasizes safety, with goals, projects, and programs to <br />implement a "Vision Zero"' approach in Redwood City. The Plan is a guiding document <br />with recommended actions to be further analyzed and processed after Plan adoption. <br />The City Council reviewed the draft Plan earlier this year, as detailed below, and the <br />staff report from that meeting, including more specifics about the plan is also attached. <br />The Plan includes a vision statement, goals, and strategies to improve Redwood City's <br />transportation system based on an analysis of existing conditions, application of best <br />practices, and community input. The vision of the Plan is: <br />"Promote the best travel experience possible for everyone in Redwood <br />City by creating and maintaining a safe, multimodal, and accessible <br />transportation network." <br />RWCmoves is organized in five chapters, briefly described below: <br />1. The City's Envisioned Future presents the Plan's vision and goals <br />2. Where Are We Starting From summarizes the transportation system as it is today <br />1 "Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, <br />healthy, equitable mobility for all."
