Attachment A provides a complete list of potential options for increasing revenues; this <br />list was developed in 2017 and some revenue generation projections have been refined <br />since that time. <br />In January 2018, the Mayor appointed a Revenue Measure Council Ad Hoc Committee <br />(Councilmembers Aguirre, Masur, and Seybert) to serve in an advisory role to staff in <br />assessing the feasibility of potential revenue measures. The Ad Hoc Committee has <br />met six times since its formation, guiding community outreach and seeking input from <br />TBWB, a strategy firm that assists local governments in revenue measures, and EMC <br />Research, which conducted polls of likely voters. <br />On April 9, 2018, the City Council received polling results on a quarter -cent sales tax <br />measure and a transient occupancy tax (TOT) measure. Polling results were positive for <br />both measures in March 2018, however, increasing the TOT was estimated to generate <br />only $1.0 million annually toward the City's budget deficit, while a quarter -cent sales tax <br />would generate approximately $4.0 million annually, and a half -cent sales tax would <br />generate approximately $8.0 million annually. Given the projected $12.0 million deficit, <br />the City Council directed staff to examine the feasibility of a half -cent sales tax measure <br />for the November 2018 ballot in order to avoid serious reductions in City services. <br />Revenue Measures in San Mateo County <br />Redwood City is not the only community considering local revenue increases. In San <br />Mateo County, the County and five cities have passed local sales tax measures in the <br />past three years. <br />• City of Belmont - November 2016 Election —'/2 cent 9.250% <br />• City of Burlingame - November 2017 Election —'/4 cent 9.000% <br />• City of East Palo Alto - November 2016 Election —'/2 cent 9.250% <br />• City of San Mateo - November 2015 Election —'/4 cent 9.000% <br />• City of South San Francisco - November 2015 Election — '/2 cent 9.250% <br />• County of San Mateo - November 2017 Election —'/2 cent 8.750% <br />Currently, seven San Mateo County cities either have placed or are examining the <br />placement of a local revenue measure on the November 2018 ballot; most taxes would <br />be to fund general city services: <br />• City of Belmont - increase TOT <br />• City of East Palo Alto — parcel tax <br />• City of Foster City - increase TOT <br />
