10.A. - Page 2 <br />At the June 25, 2018 meeting, the City Council also requested additional language be <br />added to the Charter. As discussed further below, staff has made edits to address <br />Council's request. <br />The full text of the proposed amendments is included in Attachment 2 to this staff report; <br />proposed additions to the Charter are indicated by underlining and proposed deletions <br />are indicated by strike -through text. <br />ANALYSIS <br />By adopting the attached resolution, the City Council would be placing a ballot <br />questions before the voters in the November 6, 2018 election. If approved by a majority <br />of the electorate, the Charter would be amended as follows. In addition, the June 25, <br />2018, staff report, which provides more detailed discussion, is provided as Attachment 3 <br />for full context of the proposed Charter amendments. <br />1. Public Noticinq Procedures <br />The proposed amendments include revisions to Section 3% (Acquisition and Disposal of <br />Property by Port), Section 6 (Initiative, Referendum and Recall), Section 15 <br />(Legislation), and Section 47d (Ordinances and Resolutions) to require publication in <br />accordance with procedures established by an ordinance of the Council and the Port <br />(as applicable), which would make the City's public noticing procedures more effective <br />and more responsive to changes in technology and media. <br />2. Term Limits for Boards and Commissions <br />The proposed amendments include revisions to Section 17 (Planning Commission), <br />Section 18 (Library Board), 21'/2 (Establishment of Boards and Commissions), 47b <br />(Organization: Terms of Office) to establish term limits for all boards and commissions, <br />which would bring boards and commissions in line with the existing term limits for City <br />Councilmembers. <br />3. Appointment of Citv Clerk by City Manaqer <br />The proposed amendments include revisions to Section 21 (Officers and Boards) and <br />Section 32 (City Clerk) to provide that the City Clerk will be appointed by the City <br />Manager rather than the City Council in order to maximize organizational efficiency. <br />4.
