10.A. - Page 3 <br />The proposed amendments include revisions to Section 26 (City Manager) to delete the <br />local residency requirement for the City Manager in order to comply with State law. <br />5. Consolidation of Financial Offices Enumerated in Charter <br />The proposed amendments include revisions to Section 31 (Director of Finance), <br />Section 33 (City Auditor), Section 34 (City Treasurer), Section 35 (City Assessor), and <br />Section 36 (City Collector) to streamline the Charter by consolidating the roles of <br />Director of Finance and City Treasurer and removing the outdated roles of Assessor <br />and Collector. <br />6. Budqet Adoption Procedures <br />The proposed amendments include revisions to Section 51 (Budget) and Section 51.5 <br />(Adoption of Budget) to reduce the administrative steps required to adopt the annual <br />budget while preserving the same level of transparency and public input. <br />At the June 25, 2018 Council meeting, the Council requested additional language to <br />make it clear that the budget should be adopted by July of each year. Per Council's <br />direction, Section 51.5 now provides, "The budget shall be finally adopted by resolution <br />before the beginning of a new fiscal year." Staff also added a statement in the end of <br />the provision as a safeguard, "In the event a budget is not adopted before the beginning <br />of a new fiscal year, the appropriation measures and budget from the prior fiscal year <br />will remain in effect until a new budget is adopted." <br />7. Pavments Made by the Public Library <br />The proposed amendments include revisions to Section 59 (Payment of City Moneys) <br />remove the provision excepting the public library from normal payment procedures in <br />order to standardize the payment procedure across all City departments. <br />8. Citv Contractinq Procedures for Public Works and Improvements <br />The proposed amendments include revisions to Section 67 (Contracts) to provide that <br />the conditions and procedures for contracts for public works and improvements, <br />including advertising and bidding requirements, will be established by ordinance, so as <br />to provide the City with necessary flexibility to adjust thresholds as inflation changes <br />purchasing power. <br />9.
