10.A. - Page 55 City boards and commissions, shortening mayoral terms to one year, replacing biannual mayoral selections with automatic rotation of the office among all Councilmembers, and updating the Charter in light of legal, technological, and cultural developments. The Committee met on June 12, August 21, and October 18 of 2017 to consider these amendments and other potential amendments to the Charter. After thorough review, the Committee recommended several changes to the full Council at the December 4, 2017 meeting. The Committee considered, but did not recommend, changes related to mayoral terms and to the Port of Redwood City. Council accepted the Committee's recommendations at the December 4 meeting. The Committee met again on May 14 and June 11 of this year to discuss other potential amendments to the Charter. Based on these discussions, the Committee recommends the following further amendments: • Amend Sections 21 and 32 to establish that the City Clerk will be appointed by the City Manager • Amend Sections 31, 33, 34, 35, 36 to consolidate financial offices and remove obsolete offices • Amend Section 59 to conform the process for payments by the public library to the process used by all other City departments • Amend Section 67 to provide that the conditions and procedures for contracts for public works and improvements shall be established by ordinance The following section describes the full recommendations of the Committee in two subsections. The first subsection describes the proposed amendments that were previously reviewed by the Council on December 4, 2017. The second subsection describes the proposed amendments being considered for the first time at this meeting. The full text of the proposed amendments is included in Attachment 1 to this staff report. In Attachment 1, proposed additions to the Charter are indicated by underlining and proposed deletions are indicated by strike -through text. Proposed changes not previously reviewed by the full Council are indicated by colored underlining and colored strike -through text.
