6.1.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 23, 2018 <br />SUBJECT <br />Award of Contract — Rule 20 Middlefield Road Phase 1 Underground Utility District <br />Project <br />RECOMMENDATION <br />By motion, approve the contract documents and award the standard form construction <br />contract (Section 00520) for the Rule 20 Middlefield Road Phase 1 Underground Utility <br />District Project to Seton Pacific Construction Corporation of San Francisco, California, <br />for their responsive low bid of $7,625,314, and authorize the City Manager to increase <br />the contract amount, if necessary, up to 10% above the contract amount, and find that <br />the project is exempt from the requirements of the California Environmental Quality Act <br />(CECA) under CEQA Guidelines Section 15302 (Replacement or Reconstruction) <br />BACKGROUND <br />On September 9, 2013 the City adopted an Ordinance (No. 2397) forming the <br />Middlefield Road Underground Utility District (MUUD) to provide for the removal and <br />underground relocation (undergrounding) of existing overhead electric and <br />telecommunication utility lines on Middlefield Road between Main Street and MacArthur <br />Avenue, in accordance with Pacific Gas and Electric Company's Rule 20 Program <br />(htti)s://www. i)ge.com/mvbusiness/customerservice/energvstatus/streetconstruction/rule <br />20/index.shtml). <br />The purpose of the undergrounding is to improve the safety, aesthetics, and walkability <br />of the corridor. This project (phase 1) will underground all of the overhead utility lines on <br />Middlefield Road between Main Street and Woodside Road, and will include portions of <br />the side streets within the project limits, see attached map. The project will construct all <br />the underground facilities (duct structures, manholes, vaults, junction boxes, etc.) <br />necessary for the relocation of the overhead lines by the participating utility companies. <br />This undergrounding project has been planned and designed in coordination with the <br />future Middlefield Road bicycle and pedestrian streetscape improvement project within <br />
