The removal of the existing utility poles will create more space <br />for pedestrians and bicyclists and will allow for improved ADA access in the sidewalk <br />areas. <br />ANALYSIS <br />In accordance with City requirements, the City developed contract documents, and <br />completed the advertising and bidding process for the construction contract. Four bids <br />were received by the bid deadline on July 10, 2018. The total base bid of <br />$7,625,314.00 from Seton Pacific Construction Corporation is slightly above the <br />engineer's estimate of $7,600,000 for the cost of construction. Based upon the bids <br />received, staff believes that the low bid of $7,625,314.00 is reasonable and responsive <br />and recommends awarding the contract to Seton Pacific Construction Corporation. <br />If approved and awarded, the Rule 20 Middlefield Road Phase 1 Underground Utility <br />District Project is anticipated to begin construction towards the end of this year and will <br />take approximately one year to complete. It is anticipated that the corresponding bicycle <br />and pedestrian streetscape project will start a few months after the start of the <br />undergrounding project and will take a little over one year to complete. <br />Notification of the proposed work will be distributed to surrounding property <br />owners/tenants in advance of the start of work. Staff will also notify Neighborhood <br />Association leaders, and large message boards will be placed on site in advance of the <br />start of the work to notify the public. The City will also regularly alert the public about <br />major construction activities and impacts via the City's social media accounts. <br />ALTERNATIVES <br />The City Council may choose not to award the construction contract and direct staff to <br />redesign and/or rebid this project. <br />
