6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 23, 2018 <br />SUBJECT <br />Amendment No. 2 to the professional services agreement with ELS Architecture and <br />Urban Design for Phase II conceptual design services for the Veterans Memorial <br />Building/Senior Center -YMCA Project <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 2 to the <br />Design Professional Agreement with ELS Architecture and Urban Design for additional <br />time and scope for Phase II services of the conceptual design services for the Veterans <br />Memorial Building/Senior Center -YMCA Project in an amount not to exceed $75,000 for <br />a total agreement amount of $1,025,995 <br />BACKGROUND <br />On December 14, 2011, the City launched a multi-year process where the City has <br />been working directly with the YMCA of Silicon Valley on a unique public/non- <br />profit partnership to build a joint -use intergenerational health, wellness, and <br />recreational facility at Red Morton Park. The City Council authorized staff to move <br />forward with the exploration of this concept and appointed three Council Members to <br />the "City -Y Partnership Task Force" to provide input and feedback to staff <br />regarding process, analysis, communication points, best practices, and the <br />development of a Letter of Intent (LOI) for any future agreements. <br />In the first half of 2015, the City and the YMCA worked together to develop a <br />Request for Qualifications/Proposal for Phase I of architectural services, which <br />included a full site analysis, building massing, constraints analysis, and the <br />development of a Project Description. Together, the City and the YMCA selected <br />ELS Architecture to perform this scope of service, conduct the first community <br />meeting for input about the project, and determine if there was interest in <br />preserving the Veterans Memorial Senior Center (VMSC) or rebuilding the VMSC as <br />part of the overall project. <br />On June 27, 2016, the City Council approved an Exclusive Negotiating Agreement <br />
