6.1.E. - Page 2 <br />(ENA) between the City and the YMCA of Silicon Valley. The ENA allows the City <br />and the YMCA of Silicon Valley to exclusively negotiate the details of the Project. <br />CEQA review is necessary to study the Project, and on October 17, 2016, the <br />City Council approved the Professional Services Agreement with David J. Powers & <br />Associates, Inc. for the preparation of an Environmental Impact Report (EIR) in <br />accordance with the CEQA Guidelines for the Project. <br />The City prepared a Notice of Preparation (NOP) informing the public that an EIR <br />would be prepared for the Project and requesting comment on the scope of <br />environmental analysis. The 30 -day request for comment period began on <br />November 11, 2016 and remained open until December 16, 2016. The EIR scoping <br />meeting took place at the December 6, 2016 Planning Commission meeting, which <br />provided an opportunity for the public to provide oral comments. . <br />On November 14, 2017, the City Council approved the Professional Design Agreement <br />with ELS Architecture and Urban Design to develop the master plan for the project <br />by conducting public engagement workshops, presenting conceptual designs, and <br />completing a schematic design. <br />The first half of 2018, the City held six public workshops and numerous stakeholder <br />meetings that led to City Council approving the Schematic Design of the Project on <br />May 21, 2018. <br />ANALYSIS <br />Through the public outreach process, community members requested that the City <br />initiate a parallel Traffic Study and Neighborhood Engagement effort. This allowed <br />staff to clarify concerns related to traffic issues. In order to meet the deadline to <br />present to Council the Schematic Design, staff worked with ELS on a time and scope <br />addition to their agreement. <br />ELS selected the consulting firm Blue Zones and asked traffic and planning expert Dan <br />Burden to lead a series of three neighborhood workshops. Neighbors attending <br />stated they felt heard and staff believe that Dan's engagement was a critical and <br />positive step forward in the effort to manage traffic and parking at the site. <br />ELS worked with both the City and the YMCA on the additional scope and public <br />outreach with the development of concept tools introduced by Blue Zones at the third <br />public workshop, as well as the development of more detailed building renderings <br />
