Carmel plan, I was shocked by a plan to put so many homes into a historical district. <br />This puts many burdens on the property owners. We own a tiny Craftsman house that was purchased by <br />a grandfather in about 1918. We have saved for this project for a long time. Wejust hired an architect to <br />draw up a Craftsman style addition. Our goal is to get this done as quickly as possible so that our <br />daughter and her family can move into a good neighborhood. Homes are so expensive that they cannot <br />buy it from us, but we can rent it to them. The alternative is that they will be renting in much inferior <br />locations. <br />This home has been in the family for 100 years and now our dream of completing this dream is being <br />taken away. What problems does this plan bring about? Given the months and years expressed for plan <br />changes and implementation, it could take 5 years to just get to the building stage. The planning and <br />building departments would then be deluged with permit requests. Given the scope of this plan, it will <br />cost the city plenty to bring it about. It will cost property owners extra fees for extra work by your staff <br />and historical consultants. <br />When homes are put in a historical district, the value of the property is diminished. I appraised homes in <br />Palo Alto. Buyers loose interest in the requirements and restrictions placed on those properties. I can <br />understand that it would be nice if rebuilds were kept in the same architectural style. I do not <br />understand limiting the size more than regular zoning rules. This also reduces the value of the property.) <br />strongly oppose such a massive and unfair burden be put on all of these property owners. <br />I was given one week's notice of the meeting. This does not give residents enough time to think about <br />the ramifications of such a big decision. Many families are away on vacations and not able to attend or <br />even know about the meeting. Residents should be demanding, as I am, that an open discussion occur at <br />a later date. Please do not put this topic late in the agenda.
