6.1C
Page 1

REPORT

To the Honorable

February 13, 2006

Subject
Agreement for Professional Services with CSG Consultants, Inc (CSG) for providing
Construction Management Services for the Redwood City Recycled Water Project -
Phase I - Redwood Shores Distribution System - Bid Packages 1 and 2 (BP 1 & BP 2)

Recommendation
Approve and authorize execution of an agreement with CSG Consultants, Inc. of San
Mateo, California, for providing Construction Management Services for both BP 1 and
BP 2 of the Redwood City Recycled Water Project - Phase I - Redwood Shores
Distribution System for the time and material cost of $754,324.00.

Background
In December 2005, the City assembled a selection panel for the purpose of selecting a
construction management firm to provide construction management and inspection
services for the above two projects (Bid Package 1 & Bid Package 2).

CSG Consultants, Inc, a San Mateo City-based company, was chosen based on their
qualifications and experience in working on similar projects throughout the Bay Area.
They have extensive applicable experience, and proved to be the most qualified out of
the four finalists, to complete the job.

The two pipeline construction projects (Bid Packages 1 and 2) are the first distribution
system projects needed to deliver recycled water to existing commercial irrigation and
City roadway landscape customers in the western area of Redwood Shores. As the
name of these projects infer, the work is the beginning of the distribution system
construction component of the Recycled Water Project. They consist of the installation
of the main transmission piping system in Redwood Shores along Radio Road, Marine
Parkway, Oracle Parkway, Twin Dolphin Drive, Shoreline Drive, and a small section of
Redwood Shores Parkway. More than 25,000 feet of pipes with sizes ranging from 8
inches to 30 inches in diameter will be constructed in approximately eight months. The
companion recommendation to award the construction contract for Bid Package 1 is
included in tonight's City Council Agenda under a separate staff report. Bid Package 2
- estimated at $3.5 Million, is scheduled for bid opening on February 22, 2006.

Alternatives
1. Council can elect to not enter into this Agreement with CSG, and begin a new
process to select a construction manager. However, that would negatively impact
the timely involvement and proper management of the pipeline construction project.

--"_.... .--,-_. ..----....----"------.". -,- .,.--
