<br />6.2A <br />Page 1 <br /> <br />REPORT <br /> <br /> <br /> <br />'J'othe HonorableiVIayorand.Citygouncll <br />From the Oil~Manaer <br /> <br />February 13, 2006 <br /> <br />Subject <br />Final Acceptance - Schaberg Library Renovation Project <br /> <br />Recommendation <br />Accept the Schaberg Library Renovation Project, and authorize the release of bonds <br />and retention, less $12,500 for liquidated damages. <br /> <br />Background <br />The Schaberg Library Renovation Project was awarded to Coastside Associates on <br />December 6,2004, in the amount of $581 ,625. <br /> <br />The Schaberg Library required upgrading to comply with Americans with Disabilities Act <br />(ADA) requirements and to modernize the facility. The work included upgrading the <br />flooring, repainting the facility, removing the entry steps and adding ramps, upgrading <br />the bathrooms, reconfiguring the office spaces, installing a new front counter, and other <br />work to brighten up the appearance to make the library more vibrant, functional, and an <br />aesthetically pleasing gathering place. These changes were included in the final design <br />documents. <br /> <br />On April 25, 2005, City Council approved changes in the amount of $83,300. The <br />majority of these changes were unforeseen and included redesigning and installing <br />below grade waterproofing around the back of the building to prevent water from <br />entering the basement of the library; adding slat wall shelving; a mop sink, new <br />communication conduits to support new computer terminals, and removal of unforeseen <br />asbestos in the basement area. . <br /> <br />The work was completed on August 12, 2005, and the Library was reopened on August <br />27, 2005. There was a total of six (6) change orders, including the changes previously <br />approved by the City Council, that were unilaterally issued in the amount of $87,742. <br />The final cost of the project was $669,367; which is 15% over the original contract <br />amount. <br /> <br />The contractor, Coastside Associates, refused to sign any of the changes prepared for <br />the project. They have subsequently asked for compensation in extended overhead and <br />profit for various delays. Staff has reviewed and denied their request based on <br />noncompensable delays.
