<br />REPORT <br /> <br />7A <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />EXECUTIVE SUMMARY <br /> <br />February 13, 2006 <br /> <br />Subject <br />City staff has prepared a Draft Lagoon Bank Policy ("Policy") with the intent of setting forth <br />some construction guidelines for waterfront properties on the Redwood Shores Lagoon <br />("lagoon"). The purpose of the Policy is to maintain the integrity of the lagoon slope, assist <br />in the maintenance of a clean water way, protect the public health and safety of Redwood <br />Shores residents, as well as to preserve the aesthetic quality of the lagoon and <br />surrounding neighborhoods. <br /> <br />In support of the Policy, City staff has conducted a Waterfront Inventory to identify the level <br />of conformity (or nonconformity) of existing construction on the Redwood Shores Lagoon <br />Bank and then has categorized the nonconforming improvements / waterfront properties <br />into several levels of significance (i.e., Level 3 and Level 1 , defined within the staff report) 1. <br />These categories work to identify which waterfront improvements represent a potential <br />concern to the public health and safety and the overall stability of the Redwood Shores <br />Lagoon Bank. <br /> <br />Recommendation <br />Staff requests that the City Council review and comment on the Redwood Shores Lagoon <br />Bank Policy & Construction Guidelines ("Policy") as recommended by the Planning <br />Commission at their June 21, 2005 and September 20, 2005 meetings. The City Council <br />will make a final decision on the Policy at a subsequent public hearing: no decision is <br />required at this time. <br /> <br />Policy Description <br />The Policy has been organized with two primary functions; 1) to address "new" <br />improvements on the lagoon bank by providing appropriate guidelines and design criteria, <br />and 2) to address repairs, replacements and/or removal of existing improvements. In order <br />to support these two primary functions the Policy establishes an application procedure, an <br />exceptions procedure and an appeal process with the intent of establishing a Policy that <br />can be consistently applied over time by all City Departments that will result in consistent <br />and fair treatment of residents who own waterfront property. <br /> <br />1 Properties identified with level 2 Significance were re-classified into level 3 or level 1 per the Planning <br />Commission. <br /> <br />-- ,.. - ... <br /> <br />..---..-'".'"' ,.--., ..._--..._,-,-~._._....-._--"-'_..,--_.._,... <br /> <br />,... ,"'.-,..,-" "..---"..., ,....._-' .------ ._,.,.._",...".._-_.._~_.., <br />
