Continue to operate under the current requirements of the Redwood City Zoning <br />Ordinance9 for any "new" improvements and "Grandfather" all existing <br />improvements on the lagoon bank (Level 1 and 3); thereby permitting all existing <br />improvements to remain "as is". <br /> <br />Pros: <br /> <br />Cons: <br /> <br />2. <br /> <br />-Requires no additional staff time. <br />-Allows residents to keep non-permitted construction. <br /> <br />-The current Zoning Ordinance provides little to no direction on what <br />type of construction is appropriate on the Lagoon Bank. <br />-Exposes the City to increased liability should slope failure occur as a <br />result of existing non-permitted improvements. <br />-Limits the City in its ability to achieve desired water flow rates 10, <br />which could impact overall water quality. <br /> <br />Continue to operate under the current requirements of the Zoning Ordinance for <br />any "new" improvements and require the removal and/or modification of all non <br />permitted construction on the lagoon bank. <br /> <br />Pros: <br /> <br />Cons: <br /> <br />3. <br /> <br />-Significantly reduces the number of improvements that have a <br />potential to impact the integrity of the Lagoon Bank. <br />-I mproves the City's ability to achieve desired water flow rates, which <br />could improve overall water quality. <br /> <br />-Substantial cost to current property owner's to remove <br />improvements.- The current Zoning Ordinance provides little to no <br />direction on what type of construction is appropriate on the Lagoon <br />Bank. <br />-A significant amount of staff time would be involved in the code <br />enforcement effort to remove and/or modify all non-permitted <br />construction on the lagoon bank. <br /> <br />Adopt the Redwood Shores Lagoon Bank Policy and Construction Guidelines for <br />new improvements and "Grandfather" all existing improvements on the lagoon <br />bank; thereby permitting all improvements to remain "as is". <br /> <br />Pros: <br /> <br />-Establishes a specific date of implementation and a procedure by <br />which to evaluate all future projects. <br />-Ensures that all future improvements are constructed in an <br />appropriate manner which works to preserve the integrity of the <br /> <br />9 The Redwood City Zoning Ordinance requires a Planned Development Amendment (PDA) for <br />modifications within the TP-W Zoning District; however, no direction is provided as to where and what <br />level of improvements are appropriate. <br />10 Water flow rate determines how long it takes the water in the lagoon to change out with fresh water.
