(l) To make such recommendations to the cCouncil or bBoard of eEqualization regarding the assessment roll as he they may deem advisable. (m) To possess such other powers and to perform such additional duties as are or may be prescribed by this Charter or by ordinance. (n) From time to time, in order to facilitate the prompt, economical and efficient dispatch of cCity business, to assign assistants, deputies, and employees from any office or department of the cCity government to perform such work or service in connection with any other office or department thereof, or to work in more than one of said offices or departments. The cCity mManager and such other officers of the cCity as may be designated by vote of the cCouncil shall be entitled to seats with the cCouncil, but shall have no vote therein. The cCity mManager shall have the right to take part in the discussion of all matters coming before the cCouncil. In case of the absence or disability of the cCity mManager, the cCouncil may designate as cCity mManager pro tem some qualified person to perform the duties of the office temporarily. (As amended June 11, 1936, ratified by Legislature January 23, and May 15, 1937, Stats. 1937, pp. 2697, 2957.) Section 27. NO INTERFERENCE BETWEEN COUNCIL, BOARD OR COMMISSION AND CITY MANAGER, OFFICER OR DEPARTMENT DIRECTOR: 1. Notwithstanding any cCharter provision, ordinance or resolution to the contrary: A. No member of the cCouncil, or any board or commission of the City shall in any manner, directly or indirectly, by suggestion or otherwise, attempt to influence or coerce the cCity mManager, or any administrative officer or department director: i. In the making of any appointment or ii. In the purchase of supplies. B. No member of the cCouncil, or any board or commission of the City shall attempt to exact any promise relative to any appointment from any candidate for cCity mManager, administrative officer, or department director. C. Relative to the jurisdiction of the cCouncil, or any board or commission of the City, no member thereof shall, in any manner, directly or indirectly, discuss with any candidate for cCity mManager, cCity administrative officer or department director, the employment of any subordinate employee.
