OFFICIAL PUBLICITY ON ELECTION MATTERS: <br /> <br />Arguments for and against any proposed cCity Charter, any proposed amendment to the cCity <br />Charter, any proposal for the issuance of bonds by the cCity, or any other question, proposition <br />or measure submitted to the voters of the cCity, shall be submitted to the qualified electors of the <br />cCity in accordance with and pursuant to the applicable provisions of the general laws of the State <br />of California. (As amended April 10, 1962, ratified by Legislature June 29, 1962.) <br /> <br />Section 92. AMENDMENT OF CHARTER: <br /> <br />This cCharter may be amended in accordance with the provisions of Section 3, Article XI, of the <br />Constitution of the State of California, or any amendment thereof or provision substituted <br />therefor. (As amended April 11, 1978, certified by Secretary of State June 12, 1978) <br /> <br />Section 93 deleted April 9, 1968, approved by Legislature April 29, 1968, Stats. 1968, Chapter 76. <br /> <br />Section 94. PARTIAL INVALIDITY, EFFECT: <br /> <br />If any section or part of a section of this Charter proves to be invalid, it shall not bhe held to <br />invalidate or impair the validity of any other section or part of a section, unless it clearly appears <br />that such other section or part of a section is dependent for its operation upon the section or part <br />of a section 50 held invalid. <br /> <br />Section 95. CITY MANAGER OUT OF POLITICS: <br /> <br />Neither the cCity mManager, nor any person in the employ of the cCity, shall take any active part <br />in securing, or shall contribute money toward the nomination or election of any candidate for a <br />municipal office. <br /> <br />Section 96 deleted April 9, 1968, approved by Legislature April 29, 1968, Stats. 1968, Chapter 76. <br /> <br />Section 96. IMPARTIAL AND BINDING ARBITRATION FOR FIRE DEPARTMENT <br />EMPLOYEE DISPUTES. <br /> <br />a. Declaration of Policy. It is hereby declared to be the policy of the City of Redwood City <br />that strikes by firefighters are not in the public interest and should be prohibited, and that a <br />method should be adopted for peacefully and equitably resolving disputes that might otherwise <br />lead to such strikes. <br /> <br />b. Prohibition Against Strikes. If any firefighter employed by the City of Redwood City <br />willfully engages in a strike against the City, said employee shall be dismissed from his or her <br />their employment and may not be reinstated or returned to City employment except as a new <br />employee. No officer, board, council or commission shall have the power to grant amnesty to any <br />employee charged with engaging in a strike against the City.
