<br />6. <br /> <br />Bud!:æt. <br /> <br />Narcotics Task Force Staff shall prepare and submit to <br /> <br />the Board each year a proposed operating budget, setting forth anticipated <br />expenses, fmancing sources and proposed service levels necessary to carry <br /> <br />out the purposes of this agreement. The Board shall review the proposed <br />budget, modify as needed, and approve the Task Force's budget prior to <br /> <br />the commencement of the new fiscal year. The fiscal year for the <br /> <br />Narcotics Task Force shall be from July 1 of each year to June 30 of the <br />following year unless the Board decides otherwise. Immediately after <br /> <br />approving the annual budget, the Board shall recommend the budget to the <br />governing body of the County and each of the Cities for the purposes of <br /> <br />securing from each of them contributions and/or appropriations in <br />accordance with each party's obligation as set forth in Section 7 below. It <br /> <br />is expressly agreed and understood that the Board has no authority to bind <br />any governing board to make the recommended contribution and/or <br /> <br />appropriation and that this decision rests solely with each governing body. <br />The County shall notify each party of its yearly contribution, and. each <br /> <br />party shall deposit its monetary contribution to the budget with the County <br /> <br />3. <br /> <br />within 60 days after notification of the amount. <br />Section 13 of the joint powers agreement is hereby amended to read as follows: <br /> <br />13. <br /> <br />Withdrawal. Any party may withdraw from this agreement by <br /> <br />filing written notice of intention to do so with the Chairman of the <br /> <br />governing board by April 30 of each year. The rights and obligations of <br />such party shall terminate at the end of the fiscal year in which such notice <br /> <br />is given. The withdrawal of party from this agreement shall in no way <br />affect the rights and obligations of the remammg party unless the <br /> <br />withdrawal is by the County in which event this Agreement shall <br /> <br />terminate. If a party withdraws from this agreement, such party shall not <br />
