<br />Exhibit 'A' <br />SCOPE OF SERVICES <br />Professional Services Agreement <br />Environmental Water Management <br /> <br />OVERALL OBJECTIVE: <br />To review and update Redwood City's Water Shortage Contingency Plan to update the <br />Urban Water Management Plan by December 2005. To analyze irrigation water use and <br />reduce consumption through improved irrigation system management, appropriate water <br />pricing and customer assistance. <br /> <br />Update Urban Water Management Plan <br />TASK 1.1 - Document review <br />Objective: To review UWMP assumptions, algorithms and documents. The emphasis will <br />be on the effects of conservation programs (particularly BMP-5) on irrigation water demand. <br />This task shall include: <br /> <br />A <br /> <br />Evaluation of assumptions and algorithms used in UWMP demand projections. <br /> <br />B. Review of UWMP documents. <br />TASK 1.2 - Weather normalization of consumption data <br />Objective: To analyze weather effects on historic water use and consumption projections. <br />Current analysis does not incorporate potential effects of weather on water use by irrigation <br />customers. The task will focus on increasing accuracy of projections for potable and <br />recycled water use in time period 2005-2030. <br />This task shall include: <br /> <br />A <br />B. <br /> <br />Review historic consumption data. <br />Collection of relevant weather data from extant sources. <br /> <br />C. <br /> <br />Devising appropriate algorithms to correct for weather variables. <br /> <br />D. Calculation of demand projections in the period 2005-2030. <br />TASK 1.3 - Growth projections and water system reliability curve <br />Objective: Improve documentation of potable water delivery system reliability changes from <br />conservation and recycled water. <br />This task shall include: <br /> <br />A <br />B. <br /> <br />Assessment of the factors influencing reliability in RWC's potable system. <br />Evaluation of the algorithms used in calculating system reliability. <br /> <br />C. Provide recalculated reliability estimates. <br />TASK 1.4 - Water Shortage Contingency Plan <br />Objective: To review and update UWMP Water Shortage Contingency Plan, <br />identifying stages of action and corresponding water use restrictions. <br />This task shall include: <br /> <br />A Identify water supply shortage stages and conditions and the appropriate City <br />actions and water use cutbacks to different customer classes. <br /> <br />Agreement over $1 OK 1 a <br />City Attorney Approved Version 111803 <br />
