II. AGENDA <br /> <br /> 8:00 a.m. Gathering <br /> <br /> 8:30 a.m. The Priority Review Workshop began with Mayor Ruskin explaining that the <br /> purpose was to meet, review and determine whether to rank Council priorities. <br /> Review of the Council norms developed on October 28, 2000 was also scheduled <br /> for discussion. <br /> <br /> Oral Communications for Items not on the Agenda <br /> <br /> Clem Molony commented on the General Plan visioning concept and hiring of a consultant. He <br /> stated while hiring a consultant may be a wise move, he stated a work product should be named <br /> and a fee specified. He further stated the infrastructure element is a timely one as it pertains to <br /> electricity, water issues, roads, parking and sewage. <br /> <br /> Introduction of Workshop Trainers <br /> <br /> Mayor Ruskin introduced Shirley Poitras and Gloria Young as the facilitators for the session. <br /> Review of Norms <br /> <br /> Council reviewed and discussed norms set at the October 28 workshop. The lbllowing areas <br /> were reviewed: Priority Setting/Ranking; Council Interaction/Communication; Meetings - <br /> Council, Committee, Subcommittee, Closed Sessions. <br /> <br /> Action Item: City Clerk to provide report on staff follow-up of items referred from Oral <br /> Communications. <br /> <br /> Two-year Priority Goals Review and Discussion <br /> <br /> Discussion ensued regarding whether priorities should be based on when they should be <br /> accomplished. Comments included the desire for some priorities to be established as a City <br /> such as those pertaining to infrasturcture, public safety and zoning. Concern was expressed that <br /> too many items are being mixed and matched with crossover of Council and staff <br /> responsibility.
