Public Comment <br /> <br /> John Dempsey stated the Housing and Humans Concerns Committee received comments from <br /> the nonprofit organizations in the City in which they pointed out the need for ongoing <br /> assistance to all elements of society, not only for assistance for the unemployed to find work. <br /> Also, the plight ofnonprofits looking for space and employees was stressed. He stated the <br /> Council increased HSFA funding by 3% last year from $236,000.00 to $243,000.00. The <br /> Committee requested that the Council increase the HSFA allocation as much as possible. <br /> <br /> Mr. Dempsey further stated that the Council may wish to consider citizens' comments received <br /> in HHCC Oral Communications. The comments were regarding a request for Below Market <br /> Rate, or inclusionary ordinance and a recognition of the need generally for afffordable housing; <br /> decrease of lot size for duplex construction in R2 areas from 6,500 to 5,000; and another look at <br /> the Accessory Dwelling Unit ordinance. <br /> <br /> Council Consensus Items <br /> <br /> 1) Items to be sent to the City Council: <br /> · Schedule for Pacific Shores fields <br /> · Substandard Street Policy and comparison of miles of City streets to miles of substandard <br /> streets <br /> · Summary of current Housing Strategies <br /> · Analysis of sidewalk repair/replacement <br />.... · Flooding analysis for the last 20 years: Number of times flooded, amount (value) of <br /> property damage <br /> <br /> 2) Future Studies <br /> · Analysis of potential for light rail on Chestnut <br /> · Planning for one or more additional parking garages and a parking assessment district: <br /> design concept and cost for Main Street and potential for an assessment district <br /> <br /> 3) General Fund Budget Items <br /> · Staffing four City Council Transportation Committees: particular attention to Woodside <br /> Road, Measure A re-authorization, Woodside Road/101 Interchange <br /> <br /> · City Attorney costs <br /> <br /> 4) CIP <br /> · Post Office parking design and implementation <br /> · Opening levees <br /> <br /> 5) To do Items: <br /> <br /> SPECIAL MEETING February 10, 2001 <br /> MINUTES PAGE 3 <br /> MINUTES Book No.58 <br /> Page NO. 347 <br /> <br /> <br />
