6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 27, 2018 <br />SUBJECT <br />Agreement for Professional Surveying Services with BKF Engineers, Surveyors, <br />Planners related to the City's Sanitary Sewer Capital Improvement Program <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Professional <br />Services Agreement with BKF Engineers, Surveyors, Planners of San Jose, CA in the <br />amount of $188,912.00 for topographic surveying services for the Proposed Sanitary <br />Sewer Capital Improvement Program Replacement Project in Sewer Basin 5G and DT2 <br />BACKGROUND <br />The City of Redwood City systematically replaces aging segments of existing sanitary <br />sewer pipelines as part of the Capital Improvement Program (CIP). These CIP projects <br />are intended to replace aging pipes that are close to failure, to increase the size of <br />mains for additional flow and capacity, and to improve the overall systems' <br />performance, service and reliability to the residents and businesses on that street and <br />surrounding neighborhoods. <br />City staff prioritizes pipeline replacements based on the pipe's existing condition and <br />capacity. <br />The recommended contract for a utilities and street survey will provide information <br />related to these pipelines. The survey will provide the City with topographic drawings <br />that show the depths and alignments of existing underground utilities. The survey will <br />also detail the locations of above ground structures. This information will be utilized <br />during the design stage to determine the depths and alignments of the proposed utility <br />mains and avoid conflicts with existing utilities during construction. <br />ANALYSIS <br />Staff issued a request for proposals (RFP) to qualified professional surveying firms. <br />Proposals were received from the following two firms: BKF Engineers, Surveyors, <br />Planners and Belleci & Associates. The proposals were evaluated by staff based on the <br />criteria below: <br />
