6.11. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager August 27, 2018 SUBJECT Amendment No. 1 to the Professional Services Agreement with Environmental Sciences Associates RECOMMENDATION By motion, approve and authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreement with Environmental Sciences Associates for additional scope and cost related to the preparation of the Environmental Impact Report for the Harbor View project at 320-350 Blomquist Street, 19 Seaport Boulevard, and 15-30 Stein Am Court BACKGROUND On November 14, 2017, the City Council approved the Professional Services Agreement (Agreement) with Environmental Sciences Associates (ESA) to conduct the analysis and documentation for the Harbor View Place Project Environmental Impact Report pursuance to the California Environmental Quality Act (CEQA). The total cost of the Agreement was $337,010.00. On January 22, 2018, the City Council received public comment and provided Council comment on the scope and content of Environmental Impact Report that will be prepared for the Harbor View Place Project. The City Council also provided comment and direction on the developer's community benefit package and provided comments related to land use economics for the project site and vicinity. ANALYSIS As a result of City and public comment on the scope of the Environmental Impact Report, staff has directed ESA to conduct additional analysis. The additional analysis, described in Exhibit A of the proposed Amendment No. 1 document (Attachment 1) includes: study of additional roadway intersections for level of service, turning movements, and various development scenarios; assess truck traffic related to the industrial uses in the vicinity of the Project site; refine the study approach to Vehicle
