6.3.A. - Page 2 <br />City staff applied for, and was awarded, a grant for $608,099 to install green <br />infrastructure improvements for the Middlefield Road Streetscape Project and the <br />Kennedy Middle School Safe Routes to School Project. <br />ANALYSIS <br />City staff seeks to augment the Kennedy Middle School Safe Routes to School Project <br />and the Middlefield Road Streetscape Project with the CA State Water Resources <br />Control Board - Proposition 1 Stormwater Grant. This grant helps to pay for the bio - <br />retention areas within the curb extensions in Middlefield Road, within the proposed <br />bulbouts at the intersections of Goodwin Alameda De Las Pulgas and Connecticut and <br />Washington, and within the Kennedy Middle School property. Educational signage will <br />be placed for both projects near the proposed bio -retention areas explaining the project <br />benefits for stormwater treatment. <br />The grant agreement also requires a commitment to maintain the bio -retention areas to <br />retain the effectiveness of the stormwater treatment. Staff from the Parks, Recreation <br />and Community Services (PRCS) and Public Works Services (PWS) Departments <br />would maintain these areas, except for the school site. These departments maintain <br />similar features at other locations and the new items would be included as part of their <br />ongoing operations and maintenance. A stormwater treatment measures maintenance <br />agreement will be recorded with the school district similar to agreements recorded with <br />developers. <br />If accepted, the grant would cover $608,099 of the estimated project cost related to <br />stormwater improvements of $1,252,561. The proposed project timeline assumes that <br />construction would begin in 2018 and completed by December 31, 2019. <br />Staff recommends that the City Council accept the Proposition 1 Storm Water Grant <br />which will improve water quality through increased stormwater treatment and work <br />towards meeting the goals as required by the National Pollution Discharge Elimination <br />System (NPDES) permit. <br />ALTERNATIVES <br />The Council may choose not to accept the CA State Water Resources Control Board - <br />Proposition 1 Storm Water Grant. <br />FISCAL IMPACT <br />This grant is already accounted for in the Fiscal Year 2018-2019 budget, and will <br />augment the funding for the Middlefield Road Streetscape Project and the Kennedy <br />
