6.3.A. - Page 4 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT AND <br />ANY AMENDMENTS THERETO WITH THE STATE WATER <br />RESOURCES CONTROL BOARD FOR THE REDWOOD CITY <br />SUSTAINABLE STREETS PROJECT AND DESIGNATING AN <br />AUTHORIZED REPRESENTATIVE <br />WHEREAS, the City of Redwood City ("City") submitted an application to the State <br />Water Resources Control Board ("Water Board") for $608,099 in Storm Water Grant <br />Program Proposition 1 funds for the planning, design, and construction of the Redwood <br />City Sustainable Streets Project (herein referred to as the "Project"); and <br />WHEREAS, the City is required to explore opportunities to include green <br />infrastructure measures to the maximum extent practicable according to the Municipal <br />Regional Stormwater Nationwide Pollution Discharge Elimination System ("NPDES") <br />Permit, and both the Middlefield Road Streetscape Project and the Kennedy Safe Routes <br />to School Project present an opportunity to incorporate green infrastructure in their <br />designs; and <br />WHEREAS, the Water Board requires a governing board resolution from the City <br />authorizing execution of the grant agreement and the designation of an "Authorized <br />Representative" for the purpose of managing the grant on behalf of the City. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br />1. CEQA. The acceptance of the grant funds is not a project under the <br />California Environmental Quality Act (CEQA) as defined in CEQA Guidelines Section <br />15378 because it has no potential for resulting in either a direct or reasonable foreseeable <br />indirect physical change in the environment.
