6.3.D. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />August 27, 2018 <br />SUBJECT <br />Create a Residential Parking Permit Area in the Friendly Acres Neighborhood <br />RECOMMENDATION <br />Adopt a resolution to establish a Residential Permit Parking (RPP) Area "B" in the <br />Friendly Acres neighborhood, located in the area generally bounded by Second <br />Avenue, Fifth Avenue, Bay Road and Broadway, and find that the project is <br />categorically exempt from the requirements of the California Environmental Quality Act <br />(CEQA) under CEQA Guidelines Sections 15303 (New Construction or Conversion of <br />Small Structures) and 15305 (Minor Alterations in Land Use Limitations). <br />BACKGROUND <br />Redwood City's Residential Permit Parking (RPP) program, established in 1985, is <br />codified in Chapter 20, Article 7, Division 11 of the Municipal Code. In Redwood City <br />("City"), the adopted RPP program was designed to discourage long-term parking by <br />people who do not live in the residential neighborhood, and generally limit the number of <br />resident vehicles parked on the street during daytime hours. <br />The City currently has three RPP areas: <br />• Area S which surrounds Sequoia High School <br />• Area C which surrounds Sequoia Hospital, and <br />• Area A which in the Stambaugh -Heller neighborhood southeast of Downtown <br />The City received two petitions requesting an RPP program in the Friendly Acres <br />Neighborhood. The first was received in late 2017 from Avenue Two Apartments and <br />the adjacent properties on Second Avenue. The second petition was received in <br />January 2018 from the residents within the area generally bordered by Second Avenue, <br />Fifth Avenue, Broadway and Bay Road. The petitions requested RPP areas to reduce <br />parking in the residential neighborhood by employees of nearby commercial areas and <br />to generally limit the number of vehicles parking on -street. <br />
