6.3.D. - Page 2 <br />As noted in the report below, the staff recommendation cover the following street <br />segments: <br />• Second Avenue, Bay Road to Rolison Road <br />• Third Avenue, Bay Road to Page Street <br />• Fourth Avenue, Bay Road to Page Street <br />• Fifth Avenue, Bay Road to Rolison Road <br />• Bay Road, Second Avenue to Fifth Avenue <br />• Page Street, Second Avenue to Fifth Avenue <br />• Broadway, Second Avenue to Fifth Avenue <br />Please note that Hoover Street is not included in the proposed RPP area. <br />ANALYSIS <br />Review Process <br />When a request for a potential RPP area is received, staff follows a five-step process. <br />Each step requires the success of the preceding step. Below are the steps along with <br />the analysis of each step: <br />1. Neighborhood submits a petition demonstrating that a majority of residents within <br />the proposed permit area support the change. <br />2. City evaluates the request, assessing issues, impacted areas, potential shift of <br />problem to adjacent areas, likely effectiveness of RPP and parking occupancy. <br />3. City mails surveys to residents and property owners within the proposed area to <br />measure support. <br />4. Proposed permit area is refined by staff to reflect occupancies and survey <br />responses. <br />5. Permit area recommended to City Council for approval. <br />Within those five steps is consistent communication with the neighborhood through both <br />mailed notices and in-person neighborhood meetings. Staff also coordinates with the <br />Neighborhood Association leads or engaged community members to post information <br />on social media, like Nextdoor. <br />Evaluation Results <br />As part of "Step 2" outlined in the process above, the City collects parking data within <br />the potential RPP area.
