6.3.D. - Page 3 • 214 addresses included in the proposed RPP area • Average parking occupancy in the area at 7:30 a.m. was 81% and 92% at 10:00 a. m. • Parking occupancies on the individual streets ranged from 65% to 100% throughout weekdays Given the high daytime occupancy rates in the subject area, staff moved on to "Step 3," sending a letter and survey to residents and owners within the proposed area between the months of February 2018 and April 2018, giving residents about two months to respond. The results are as follows: • 85 responses to the mailed survey — 40% response rate • Responses to the survey: o No — 19 (22%) o Yes — 66 (78%) o No opinion — 0 (0%) On April 19, City staff attended the Friendly Acres Neighborhood Association meeting to discuss the survey results and to answer questions about the proposed program. Staff also notified residents of City staff's intent to recommend approval of the program based on community feedback and the survey results. The majority of attendees were in support of the program, but some residents expressed concerns. The main concerns raised were: • Program only runs during daytime during the week. A portion of people want the restrictions in place also during the evenings and weekends. City staff informed the neighborhood that the City is working on an update to the RPP municipal code to allow flexibility in the days and hours of the program can be applied. The neighborhood was also notified that before implementing these code changes the City will need to develop a plan to fund additional parking enforcement to cover the expanded hours. • Some wanted their street to be excluded from the RPP area. This was primarily raised by residents on Hoover Street and Fifth Avenue. Residents were told to submit a petition requesting that their street be removed for the City to consider changes to the area. On July 19'", City staff received a petition from residents on Hoover Street requesting to not be included in the permit program. Staff sent out a follow-up survey based on that petition (more on results below).
