The Redwood City Police Department, who was in attendance at the meeting, informed residents that if the program is approved they will provide enforcement but that Police response to safety calls would take priority over Police response to parking issues. Police and Community Development staff are also evaluating options to expand enforcement for RPP areas. On June 12, to provide an additional opportunity for residents to give feedback on the proposed parking program, the Friendly Acres RPP request was brought before Redwood City's Complete Streets Advisory Committee ("Committee"). Residents were notified of the Committee's meeting and invited to attend to provide feedback. At the meeting, one resident provided comment in support of the program. Six emails were received by residents who could not attend the meeting but wanted to provide feedback. Of the six, there were four in support of the program, one against, and one who was neutral. Following the staff presentation, the Committee unanimously voted to recommend the approval of the program. The Committee also asked staff to give residents a final opportunity to allow their street segment to opt out of the program. Following the Committee's recommendations, staff notified the neighborhood of the results of the meeting and the intention to bring the proposed permit area to the City Council for approval. Staff also informed residents in this notice that if their street had changed its mind on the program and wanted to not participate, they would need to submit a petition from the majority of residents on their street segment requesting removal from the program. Residents were given to Friday, June 29th to submit this petition to be removed from the program. City staff later extended the time to submit a petition up to July 20th, allowing residents to submit any time prior to the scheduled July 23rd City Council meeting. On July 19th, City staff received a petition from residents on Hoover Street requesting to not be included in the permit program. Since the new petition conflicted with the results of the previous survey, staff prepared an additional survey to assess the current feelings of the residents of Hoover Street. A letter and survey were sent to residents and owners of Hoover Street on July 23rd to evaluate their interest in the permit parking program. Residents were given two weeks to respond to the survey. In an effort to get a greater response rate, staff also made the survey available online, accessible from the City's website.
