ATTY/RESO.0077/ PC RESO DENYING ARC PERMIT – 330 GRAND ST. <br />REV: 08-16-18 PR <br />Page 2 of 3 <br />WHEREAS, the Planning Commission by a vote of 5 in favor and 0 opposed (with <br />one recusal and one absence) directed staff to return to the Planning Commission with a <br />resolution denying the Project on the basis that the proposed house does not fit with the <br />character of the neighborhood because of its size and design and that the required <br />Architectural Permit Finding C of the Redwood City Zoning Ordinance cannot be made. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY, AS FOLLOWS: <br /> <br />Section 1. The Planning Commission, having independently heard, considered <br />and weighed all the evidence in the record, finds that the above recitals are accurate and <br />constitute findings in this matter and, together with the staff report and the application <br />materials, including without limitation the development plans, and all other documents, <br />reports, studies, memoranda, maps, oral and written testimony, and materials in the City's <br />file for the application, and all adopted City planning documents relating to the Project <br />and the property including the City's General Plan, Zoning Ordinance, Municipal Code, <br />other applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate <br />evidentiary basis for the findings and actions set forth in this Resolution. <br />Section 2. Architectural Permit: The Planning Commission is unable to make all <br />of the required findings for approval of an Architectural Permit (Zoning Ordinance Section <br />45.4). Specifically, the Planning Commission hereby finds that the proposed new two- <br />story home is inconsistent with Architectural Finding ā€œCā€ contained within Article 45 of the <br />Redwood City Zoning Ordinance as follows: <br />C. The extent to which the structure conforms to the general character of other <br />structures in the vicinity insofar as the character can be ascertained and is <br />found to be architecturally desirable <br />The Planning Commission finds that the proposed house does not conform to the <br />general character of the other structures in the vicinity because the proposed <br />house spans nearly the full width of the development envelope, and does not <br />promote the predominant spacing pattern along the block and in the immediately <br />surrounding blocks, which includes detached garages and side yard driveways. <br />Detached garages oriented at the rear of the site are common in the neighborhood, <br />and allow for additional spacing between homes. In this case, the attached garage <br />does not conform to the general character of other structures in the vicinity. <br /> <br />
