Box 391 <br />Redwood City, CA 94064 <br /> <br />RE: <br /> <br />Environmental Review of Proposed Lighting at McGarvey Field <br />1120 Roosevelt Ave., Redwood City <br /> <br />Dear Mr. Vorametsanti, <br /> <br />On behalf of MHA Environmental Consulting, Inc., I am pleased to submit this proposal to provide <br />environmental review services for the City of Redwood City. The intent of the proposed service is <br />to prepare the necessary environmental document, pursuant to the California Environmental <br />Quality Act (CEQA) for the proposed lighting of the McGarvey playing field at Red Morton Park at <br />1120 Roosevelt Ave., under the direction of the Engineering and Construction and Parks and <br />Recreation staffs. It is our understanding that an Initial Study/Mitigated Negative Declaration <br />(IS/MND) is likely to satisfy the CEQA requirements for this project. A revised scope and budget <br />will be required if the City determines that an Environmental Impact Report (EIR) is required. <br /> <br />Planning Services and Schedule <br /> <br />Anticipated services include the following: <br /> <br />1) Meetings with City Engineering and Parks staff (maximum of 3 meetings anticipated <br />and budgeted). <br /> <br />2) Review of pertinent support information, including the project plans, lighting details and <br />specifications, and site reconnaissance. <br /> <br />3) Preparation of an Administrative Draft Initial Study and Mitigated Negative Declaration, <br />including: <br /> <br />a. A completed environmental checklist consistent with Appendix G of the CEQA <br />Guidelines, with responses addressing each of the environmental parameters <br /> <br />b. Focus on the visual impacts of the lighting, in particular the potential impacts on <br />neighboring properties; photosimulations of the proposed lighting will be provided <br />from two adjacent locations, to be identified in consultation with staff <br /> <br />4) Preparation of a Draft Initial Study and Mitigated Negative Declaration, incorporating <br />staff's comments and revisions, and preparation of a Notice of Intent to Adopt a <br />Mitigated Negative Declaration, for review by the public and the City's Parks and <br />Recreation Commission. <br /> <br />5) Preparation of a Mitigation Monitoring Program to certify implementation of prescribed <br />mitigation measures. <br /> <br />6) Preparation of a Final Initial Study and Mitigated Negative Declaration, incorporating <br />revisions by the Parks and Recreation Commission (responses to public comments will <br />only be prepared to the extent available in the budget for the FinaIIS/MND). <br /> <br />7) Attendance and presentation at one meeting of the City's Parks and Recreation <br />Commission. <br /> <br />4 West fourth Avenue, Suite 303 San Mateo, California 94402 TEL 650-373-1200 FAX 650-373-1211 E-MAIL mail@mha-inc.com www.mha-inc.com <br />
