<br /> EXHIBIT "A" <br /> SECTION 7 : PROJECT APPROACH <br /> City of Redwood City <br /> Redwood Shores Recycled Water Distribution System <br />Project Understanding Overview <br />The City of Redwood City is requesting services of a qualified consultant to provide construction man- <br />agement services, project management, inspection, construction administration, coordination and other <br />necessary services required for construction of approximately 5 miles of potable and recycled water main <br />in the Redwood Shores area in City of Redwood City. The project may be constructed under two separate <br />bid packages and will have a duration of 240 calendar days. This job site is approximately five miles from <br />our headquarter office in San Mateo. <br />General Guidelines <br />CSG's greatest strength is our understanding of the process and issues involved in public agency en- <br />gineering, construction management and project implementation. Over the years, our staff has been <br />involved in hundreds of projects sponsored or reviewed by the public agencies we represent. We have <br />learned that the following issues and guidelines are important to consider when undertaking any public <br />engineering project: <br />. Understanding of the project and the City's goals and objectives <br />. Identification of stakeholders and stakeholder's process <br />. Compliance with CEQA (and NEPA if required) procedures and mitigation <br />. Compliance with NPDES requirements and Best Management Practices <br />. Understanding financial constraints/opportunities and resource allocation <br />. Public participation and notification <br />. Coordination with utility companies and permitting agencies <br />. Close coordination with City staff <br />. Realistic cost estimates with non-construction costs and contingencies matched to each <br /> work phase <br />. Practical schedules and appropriate milestones with continuous monitoring <br />. Familiarity with applicable local codes, standards, and plans <br />. Value engineering <br />. Partnership approach with public, designers, contractors and environmentalists <br />. Continuous coordination and communication with all stakeholders and policy makers <br />. Monthly/bi-monthly meetings between CSG project manager and City staff to monitor progress <br />. Weekly meetings between CSG, contractor and City <br />. Documentation and project reporting, including use of standardized City software <br />INITIAL CONSTRUCTIBILlTY REVIEW FOR REDWOOD SHORES RECYCLED WATER PROJECT <br />Our staff has performed a preliminary constructability review on the plans prepared by Kennedy Jenks <br />and has identified the following issues to be addressed in order to ensure the City will receive the most <br />competitive bids once the project is advertised; <br />1. Traffic Control/staging plan/ storage of equipment and supplies- There are several areas <br />where the contractors hours of operation may be modified to minimize the public's inconvenience. <br />We recommend review of available traffic data to establish am and pm peak hour volumes and <br />coordination with businesses such as the Hotel Sofitel to ensure the traffic control plans submitted <br />by the contractor considers such factors. <br /> City of Redwood City i 9 <br /> ~"_,,,_____,,~,,_ . _""_ '_."'_._""'_'_~_~~_'H_""_'.~~~'._"'_~_"'..
