<br />2. Laydown & Equipment Parking- Sheet 2 of the plans under note 5a, state that no over night <br />parking of construction equipment is allowed except as locations approved by the City Engineer. We <br />recommend providing contractors with laydown and storage areas to reduce the unit bid costs. In <br />other projects, CSG staff secured sites for storage of materials and equipment prior to bid process <br />to minimize contractors' mark up. <br />3. Trench de-watering, disposal of trench water and NPDES- Our review of the plans did not indi- <br />cate any measures for de-watering and disposal requirements and compliance with NPOES for this <br />activity. Due to proximity to San Francisco Bay and depth of trenches, it is likely that the contractor <br />will have to utilize de-watering techniques to install the water main. CSG staff will work with the City <br />staff, Kennedy Jenks, and City's geotechnical consultants to specify guidelines for disposal and <br />de-watering of the trench. We suggest inclusion of geotechnical data on the plans indicating ground <br />water elevation and the date of geotechnical exploration to inform the contractor of site conditions. <br />4. Bay Mud/back fill, geotechnical conditions and shoring- The plans include detail RWT2 for <br />trenches within Bay Mud. We recommend plans indicate the limits and areas where contractor may <br />potentially be excavating in Bay Mud. CSG staff will work with City and its consultants to ensure <br />contractors are well informed of these site conditions that may require special shoring and backfill. <br />5. Utility conflicts and potholing- The pipeline crosses numerous utilities whose depth are shown <br />on the drawings. Note 3e of the plans references the Potholing Report in the specifications. Given <br />the uncertain nature of underground installation, it is recommended that all pothole information be <br />included in the plans. and that plans and specifications include timing and locations of additional <br />required contractor potholing. <br />6. Pavement replacement and A.C. thickness- The plans should include known information of exist- <br />ing structural sections of pavements. The plans also include RWT-1 and RWT-2 requiring replace- <br />ment of all AC section within 3 feet of gutter. Our staff will work with the City consultants to ensure <br />that the contract specifications include these requirements. <br />7. Separation of utilities- Notes under section 4 establish OHS requirements for separation of water <br />mains and require 01 pipe in certain areas. We recommend the plans show locations for this change <br />in pipe material. Also, in recent months, due to Hurricane Katrina, the price and delivery schedule <br />of PVC pipe has increased significantly. It may be cost effective to consider alternate pipe material <br />through an alternate bid process or explore other options to purchase pipe to expedite completion of <br />the project. <br />8. Preliminary Plan Review- CSG consultants provides plan review services for a number of jurisdic- <br />tions. We understand the plans for this project are not yet complete and are still under revision. We <br />have identified a number of inconsistencies in the details, drafting standards, recycle water services <br />outside rights of way and other corrections that will have to be addressed prior to the bid process. <br />CSG will provide a comprehensive review of plans, specifications, potholing report, geotechnical <br />report, CEQA compliance report, NPOES compliance and other conditions required for adjacent <br />residents and businesses to ensure successful completion of this project. <br />CONSTRUCTION MANAGEMENT SERVICES <br />Our staff will follow the general principles of construction management along with City standards by per- <br />forming the following tasks for projects which are assigned to CSG: <br />Project Coordination and Correspondence.
