6.1.A. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager September 10, 2018 SUBJECT Amendment No. 1 to a Professional Services Agreement with Moore, lacofano, Goltsman, Inc (MIG) for Environmental Services related to the preparation of the 851 Main Street Project Supplemental Environmental Impact Report RECOMMENDATION By motion, approve and authorize the City Manager to execute Amendment No. 1 in an amount not to exceed $25,297.86 with MIG resulting in a total contract amount not to exceed $147,395.86 BACKGROUND A Professional Services Agreement with Moore, lacofano, Goltsman, Inc. (MIG) was approved by the City Council on April 11, 2016 for the preparation of a Supplemental Environmental Impact Report (SEIR) for the 851 Main Street project in Downtown Redwood City. The original agreement was for $122,098.00. In late 2017, staff requested that MIG complete the remaining outstanding work in order to release the Draft SEIR in the spring of 2018. MIG assigned additional staff resources to complete the work. The Draft SEIR was released to the public on February 28, 2018 and a Planning Commission public hearing was held on March 20, 2018. The Final SEIR was prepared and released to the public on May 22, 2018 and certified by the City Council on June 11, 2018. Throughout this time, MIG submitted monthly invoices, but the invoices did not fully account for completed work. Once the project was completed and approved, MIG submitted a final invoice to the City, which included out -of -scope work performed in prior months that had not billed; the final invoice exceeds the contract amount by $25,297.86. Because the invoice exceeds the original contract amount, an amendment to the agreement must be processed. Staff has made it clear that the consultant should give advance notice in the future, to avoid going over the contracted budget.
