6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 10, 2018 <br />SUBJECT <br />Amendment No. 1 to a Professional Services Agreement with Moore, lacofano, <br />Goltsman, Inc (MIG) for Environmental Services related to the preparation of the 851 <br />Main Street Project Supplemental Environmental Impact Report <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 in an <br />amount not to exceed $25,297.86 with MIG resulting in a total contract amount not to <br />exceed $147,395.86 <br />BACKGROUND <br />A Professional Services Agreement with Moore, lacofano, Goltsman, Inc. (MIG) was <br />approved by the City Council on April 11, 2016 for the preparation of a Supplemental <br />Environmental Impact Report (SEIR) for the 851 Main Street project in Downtown <br />Redwood City. The original agreement was for $122,098.00. <br />In late 2017, staff requested that MIG complete the remaining outstanding work in order <br />to release the Draft SEIR in the spring of 2018. MIG assigned additional staff resources <br />to complete the work. The Draft SEIR was released to the public on February 28, 2018 <br />and a Planning Commission public hearing was held on March 20, 2018. The Final <br />SEIR was prepared and released to the public on May 22, 2018 and certified by the City <br />Council on June 11, 2018. Throughout this time, MIG submitted monthly invoices, but <br />the invoices did not fully account for completed work. Once the project was completed <br />and approved, MIG submitted a final invoice to the City, which included out -of -scope <br />work performed in prior months that had not billed; the final invoice exceeds the contract <br />amount by $25,297.86. Because the invoice exceeds the original contract amount, an <br />amendment to the agreement must be processed. Staff has made it clear that the <br />consultant should give advance notice in the future, to avoid going over the contracted <br />budget. <br />
