6.1.E. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 10, 2018 <br />SUBJECT <br />General Services Agreement for on-call, as needed closed-circuit television inspection <br />services for sanitary sewer and storm drain pipelines with National Plant Services, Inc. <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute, a two-year Agreement with <br />National Plant Services, Inc. of Long Beach, CA for closed circuit television sanitary <br />sewer and storm drain inspection services for an amount not to exceed $450,000.00 on <br />an on-call, as -needed basis, and authorize the City Manager to extend the Agreement <br />for two additional periods of six months in the amount of $50,000 for each six month <br />period, by written amendment, indicating the effective date and length of the extended <br />Agreement, and based upon a satisfactory review of the Consultant's performance, <br />City's needs, and an appropriation of funds by the City, for a total amount of $550,000, <br />and find that the project is exempt under the California Environmental Quality Act <br />(CEQA) under CEQA Guidelines Section 15301 (Existing Facilities) <br />BACKGROUND <br />The closed-circuit television (CCTV) inspection service provides data required to assess <br />the condition of the sanitary sewer lines and develop the annual sanitary sewer capital <br />improvement project. CCTV inspections utilize robotic cameras to determine the <br />condition of the existing sewer pipes. Data provided by the CCTV inspection <br />includes inspection logs, full streaming videos and observation codes which classify <br />the condition of the existing sanitary sewer pipe segments. The proposed agreement <br />also contemplates the inspection of storm drain pipelines. <br />ANALYSIS <br />Five companies responded to City's request for proposal: American Industrial & <br />Municipal Services, Champion Cleaning Specialist, Inc., Innerline Engineering, National <br />Plant Services, Inc., and Professional Pipe Services. Proposals were evaluated by staff <br />and staff recommends contracting with National Plant Services, Inc. based on the firm's <br />
