6.1.G. - Page 4 <br />o Updating door hardware to meet disability access and life safety code <br />compliance; <br />o Rekeying door, filing cabinet and other locks; <br />o Duplicating keys, including vehicle keys; <br />o Removing and properly disposing of all waste generated by the work; and <br />o Maintaining an adequate and appropriate inventory of parts necessary to <br />perform the work. <br />• Employ a Call Center/dispatch service that is available 24 hours per day, 365 <br />days per year, which can dispatch a technician to a site within 60 minutes of a <br />call placed by the City for emergencies and within three hours of a call placed by <br />the City for non -emergencies. <br />• Provide a retail location within a one-way distance of 10 miles from the Public <br />Works Services Department maintenance facility at 1400 Broadway Street, <br />Redwood City, at which keys, padlocks, key fobs, access control cards and <br />related items can be obtained in person by authorized City personnel. <br />PWS received a single bid from one service provider(s): <br />• Lockworks Unlimited, Inc. <br />Lockworks Unlimited, Inc.'s bid did contain one minor irregularity. The Notice Inviting <br />Sealed Bids required bidders to sign the Attachment A — Bid Pricing Form. Lockworks <br />Unlimited, Inc. signed Attachment A, but did so in the field for a partnership to sign, <br />despite the fact that Lockworks Unlimited, Inc. is registered as a California corporation. <br />Staff recommends that the City Council waive this minor irregularity and accept <br />Lockworks Unlimited, Inc.'s bid as the irregularity was not the result of fraudulent intent <br />on the part of the bidder and the best interests of the public would be served by such <br />waiver. This decision is authorized by the Notice Inviting Sealed Bids and Section <br />2.68(C) of the Purchasing Ordinance, as discussed below. <br />Notice Inviting Sealed Bids Section IX Right of the City states: "The City reserves the <br />right to.... Waive informalities and irregularities in the bids.." <br />Redwood City Code Section 2.68(C) states: "The Council may waive any irregularities in <br />bids received or permit the correction of erroneous bids when the Council finds that the <br />irregularity or error was not the result of fraudulent intent on the part of the bidder and <br />that the best interests of the public would be served thereby." <br />Lockworks Unlimited, Inc. affirmatively responded that they are able to provide all of the <br />above services. PWS is recommending that the City enter into an Agreement with <br />Lockworks Unlimited, Inc. because they are the lowest responsible bidder. <br />
