6.1.1. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 10, 2018 <br />SUBJECT <br />Award of Contract — Magical Bridge Playground <br />RECOMMENDATION <br />By motion, approve the contract documents and award the standard form contract for <br />the Magical Bridge Playground to Robert A. Bothman Construction of Santa Clara, <br />California for their responsive and responsible low bid in the amount of $5,553,436.00, <br />and authorize the City Manager to increase the contract amount, if necessary, up to <br />10% of the amount awarded through the addition of park impact fees, not to exceed <br />$6,108,779.00, and find the project categorically exempt from CEQA under Guidelines <br />Sections 15301, 15302, 15304, and 15311 <br />BACKGROUND <br />On July 23, Council rejected all bids for Magical Bridge Playground and authorized staff <br />to re -advertise the project for competitive and public bidding. Bids submitted on June, <br />13, 2018 were significantly above the estimated cost. In fact, the City received a single <br />bidder which was indicative of the currently highly competitive regional construction <br />market. Staff worked with SSA Landscape Architects and Magical Bridge Foundation to <br />repackage the bid documents and reduce the base -bid cost of the project. A solicitation <br />for a re -bid of Magical Bridge Playground was publicly advertised on August 1, 2018. <br />The Magical Bridge Playground will replace the worn-out playground at Red Morton <br />Park that was completed in 1999. The renovation project will make the park facilities <br />within the project area compliant with new code requirements and will improve the play <br />value of the playground and the adjacent picnic area. In 2017, the Parks, Recreation <br />and Community Services Department collaborated with Magical Bridge Foundation and <br />SSA to design a socially inclusive play space for children and adults of varying physical <br />and cognitive abilities. The Magical Bridge Playgrounds are aimed to go beyond typical <br />playground designs which often inadvertently overlook the growing autistic population, <br />cognitively challenged, visually and hearing impaired, physically limited and the aging <br />population. <br />
