8.A. - Page 2 Through the public outreach process, community members requested that the City initiate a parallel effort to engage the neighborhood about their traffic -related concerns. On June 25, 2018, the City Council approved the Professional Design Services Agreement with ELS Architecture and Urban Design to complete the design development and construction drawing phase of the Project. The approved Scope of Work included the related traffic calming solutions requested by residents. At this meeting, the City Council directed staff to report to back to Council and provide: the feedback residents provided on traffic calming measures; short-term and long-term solutions for identified intersections near the Project; and the cost estimates for the recommended improvements. ANALYSIS ELS selected the consulting firms of Blue Zones and Toole Design for the traffic calming work. Four neighborhood workshops have been held with 30-40 neighbors attending each workshop; a final workshop is scheduled for September 27. Neighbors attending stated they felt heard and staff believe the workshops helped to address neighborhood concerns regarding traffic and parking at the Project site. The public workshops focused on identifying traffic calming measures for several intersections as identified in Attachment A, "Traffic Calming Scope Diagram." Attachment A shows where neighborhood attendees designated areas of concern in red and their top priorities in yellow. Neighborhood attendees selected the following three intersections as top priorities, with potential improvements at each intersection and cost estimates noted: Intersection #1: Vera Avenue at Valota Road — See Diagram "A" • Traffic circle reduces speeds and provides new crossing opportunities and refuge islands for pedestrians • Opportunities for low -profile landscaping • Accommodates Fire Department vehicles • Minor impact to Red Morton Park • Estimated cost: $900,000 Intersection #2: Hudson Street at Madison Avenue — See Diagram "B" • New curb extensions on all four corners provide significant traffic calming • Slightly smaller traffic circle with mountable outer circle. • Curb radii tightened on all corners to slow turning speeds • Opportunities for low -maintenance landscaping • Estimated cost: $450,000
