• A request for traffic calming on Valota Avenue was received and evaluated, but does not appear to qualify for a project at this time because the prevailing speeds were under 30 mph (28.2 mph). Staff recommends that the top priority intersections (#1, #2, #3 listed above) identified through the community workshops be added to Phase I of the overall Project. These intersections will be studied during the CEQA process to identify potential impacts before any permanent changes are made. While the CEQA analysis is conducted and construction drawings are developed, short- term solutions to increase traffic safety at the top priority intersections and areas of concern could be deployed. These include temporary measures such as painted medians, painted bulb -outs, tree planters, and temporary signage. Staff would need to work with our traffic calming consultant to design pilot traffic calming improvements, to the extent feasible, for the intersections identified through the community workshops. This work would occur in the context of other traffic calming initiatives in the community. Currently, there are several other traffic calming efforts underway, and neighborhood traffic calming requests outstrip available funding. In many cases, significant neighborhood outreach has already occurred and residents are in line for project funding for traffic calming projects. While the long term solutions for the traffic calming measures associated with the Madison Avenue/Valota Avenue neighborhood would be funded through the overall Project, if appropriate following CEQA analysis, pilot measures could not be funded by Project resources. Costs for short-term solutions at identified top priority intersections and areas of concern would be in the range of $100,0004150,000 and should be considered with the FY 2019-20 Capital Improvement Program. Other traffic calming treatments for the intersections identified "B", "C", "D", "E", "F" and "G", on "Exhibit A" will be evaluated through the CEQA process, and some may be installed after the construction of Phase I and some may be installed after the construction of Phase 11, depending on the success of the priority measures. ALTERNATIVES The City Council may choose to direct staff to develop new alternatives with the traffic consultant and may choose to expand their scope of work. This may include more meetings; revisions to the scope of the project; or other suggestions. FISCAL IMPACT The City Council approved the Professional Design Agreement with ELS Architecture and Urban Design for Design Development/Construction Drawings on June 25, 2018 for a total of $5.1 million. The scope of work includes the community outreach, planning, and construction drawings for the traffic improvements of this Project.
