APPENDIX 1

UTILITIES AND SERVICE SYSTEMS
SCOPE OF SERVICES

6-1E
Page 31

CITY OF REDWOOD CITY
FEBRUARY 27, 2006

conditions will be tabulated and will include all known projects in the Development Review
process. For each build-out scenario for the Precise Plan, loading conditions will be established.
Nolte will submit a memorandum ofthis task to submit to the City for review and comment.

Task 3 - Existing Computer Modeling Results

Data will be collected from the existing computer models and existing utility systems in the
Downtown Area and downstream facilities. The results wilJ be tabulated and the output
summarized for each of the utilities studied.

During the pre-bid meeting, a need to assess the City's approach in the use of commuter
modeling with respect to CUITent trends in the industry was requested.

It is understood that the Community and Development Services Engineering and Constmction
Department does not have an Infonnation Technologies (IT) Master Plan to work to with respect
to the computer modeling needs and effective incorporation into other technologies such as GIS
and asset management applications. The preparation of this plan is an extensive but valuable
exercise that can provide a cogent road map to ensure that any investment in IT is made to
gainful effect and is in context with industry trends while fitting in with the systems being
adopted by the City as a whole.

As the full need for professional services for this task is not clear at the moment, the cost of these
inputs has not been extended to the cost proposal but the methodology is provided for further
consideration. Should the City find it pmdent to follow this procedure, Nolte will provide
resumes and more detaj1ed procedure and breakdown of costs for execution on a time and
materials basis.

Nolte will commence this work by first conducting a needs assessment through a series of
interviews with department and City staff. This will form the basis of a scope of work for further
investigation based on the "objective orientated" planning methodology outJjned in Task 9
below.

Task 4 - Water System Analysis

Nolte will model the water system with the Haestead program WaterCAD. Proposed piping and
appurtenances can be built off of the City's core model since the City already uses WaterCAD.
The modeling should be seamless and results familiar to the City Staff.

Model nms shall be included for each of the following scenarios:

~ Nonnal domestic peak hour flow, without fire flow.
. Domestic peak hour flow, with fire flow.
~ Emergency operating conditions, which is domestic peak hour flow without Hetch-Hetchy
water lines.

_,,""--~-,,-'-"".'._--"-"-'--""'-_.

.~-~.~~.,---,^---~.~----,-,..._-~

I'JOLTE

2 of9

,,"vo"" ",",OI""""C

N:'13DNCS\Redwood City\Downtowl1 Precise PJan\Delv\Final Scope" Ver 2_02.28-06.doc
