<br />APPENDIX 1 <br /> <br />UTILITIES AND SERVICE SYSTEMS <br />SCOPE OF SERVICES <br /> <br />6-1E <br />Page 32 <br /> <br />CITY OF REDWOOD CITY <br />FEBRUARY 27,2006 <br /> <br />., Emergency operating conditions with domestic flow and fire flow, without Hetch-Hetchy <br />water lines. <br /> <br />ill The results of the water system analysis will be summarized in a memorandum submitted to <br />the City for review and comment. <br /> <br />Task 5 - Sewer System Analysis <br /> <br />Nolte will evaluate the capacity of the downstream transmission facilities for wet weather flow, <br />from the City's Downtown Plan to the SBSA Treatment Facility. The Haestead program <br />SewerCAD will be used. <br /> <br />The sewer capacity purchased by the City will be confirmed to ensure that there is adequate <br />capacity for the project. <br /> <br />The results of the sewer system analysis will be summarized in a memorandum submitted to the <br />City for review and comment. <br /> <br />Task 6 - Stormwater System Analysis <br /> <br />The data on the existing system will be entered into Haestaed's StormCAD. It is not the intent of <br />this task to model all of the pipeline components, but rather to verify the previous work done in <br />the storm drainage master plan. The existing transmission capacity and conditions will be <br />evaluated. Changes in land use and thus, runoff coefficients, will be modeled and compared with <br />the existing conditions. <br /> <br />Recent regulations are changing how the engineering community looks at storm water quality. <br />Nolte's recent experience leads us to believe that starting at the source is critical for any <br />significant project. This means effective management and minimization of change to impervious <br />areas. Another significant element is maximizing the use of grassy swales and other surface flow <br />components to achieve treatment. These options are, however, limited by the orientation and <br />topography of the site. The feasibility of using onsite or regional treatment will be evaluated. <br />Nolte has found that selective use of "regional" treatment facilities may offer a very cost <br />effective means of developing treatment capacity for redevelopment projects. These treatment <br />facilities can be made available to the redevelopment projects for a share in the cost. Nolte has <br />also found that structural stonn water treatment units can provide some significant benefits at a <br />reasonable cost with relatively small use of land. Lastly, the use of basins for treatment or <br />modification of existing basins to provide treatment must be done very carefully. Capacity that <br />is required for treatment may not be available for peak attenuation and flood prevention. <br /> <br />The results of the stonn system and water quality analysis will be summarized in a memorandum <br />submitted to the City for review and comment. <br /> <br />Task 7 -Identify Impacts to Utility Systems <br /> <br />After the analyses for each of the utility systems is completed, the results must be processed and <br />evaluated.
