Exhibit A - Attachment 1
Program Description
Agreement # C280501 0

D. Why Is The Project Important:

To date, no where in the Bay Area will you find a government parks and recreation agency
actively pursuing people with disabilities to join all of their recreation programs. As is, there are
currently only a handful of cities that provide specialized programs for people with disabilities.
Although these programs are a needed servi~ we have found that there are many people with
disabilities who do not identify themselves as "disabled" and would prefer to join regular
recreation programs, but unfortunately, they either don't know how to join, or are afraid that they
will not be accepted in the programs.

What makes our project so innovating and creative is that it changes the way City Parks and
Recreation Programs view accessible recreation, inclusion and people with disabilities. Far too
often people with disabilities are viewed as "the underserved population" that can't be served
because of too many barriers (money, tranSportation, supervision, to name a few). This program
would address these issues and provide as a successful model of how to be inclusive and
overcome barriers. In addition, this program does not limit service to just a small group of
people. Anyone, of any age, with any disability, could be eligible for a mentoring partner for our
various programs.

~

E. What Do We Hope To Accomplish Through This Project:

.'

Through our project we hope to accomplish several things. . .
. Increase inclusion in local parks and re<,-reation programs
. Increase personal recreation choices for people with disabilities
. Increase people with disabilities independence in pursuing leisure activities
. Increase people with disabilities self-esteem and social skills through mentoring
. Provide rewarding volunteer opportunities for the general public
. Provide as a model for other Cities and agencies who wish to pursue
full-inclusion'
. Create stronger alliances and partnerships with neighboring cities and agencies

F. Collaboration Across Geographic and/or Services

As described in more detail in Section F, this project will incorporate several key
organizations and agencies in San Mateo County. Existing service systems will provide the
necessary participants, resources and support needed for the program to flourish and grow.
