Research Completed:

The need for recreation services in San Mateo County has been researched by Golden
Gate Regional Center of San Mateo County through their needs assessment process (completed.
annually with our consumers/families). This report consistently shows that the greatest area of
need is in the area of recreation activities and after-school programs. These two items have been
the most highly ranked area of need in their surveys for at least the last 3 years. Additionally, it is
has been revealed by the National Institute on Disability and Rehabilitation that "An estimated
4.0% (9.2 million) of the non-institutionalized population age 5 and over in the United States need
personal assistance with one or more activities". It is Redwood City's prediction that by
providing personal assistance to citizens of San Mateo County wishing to participate in recreation
activities, we will be able to increase their mental, physical and emotional health.

H. It will address the training
element by providing training to all recreation administrators, instructors and volunteers. It will
address the need of adaptive equipment and material by providing a budget to provide specialized
equipment deemed necessary for participants to be involved in various recreation classes. It will
address the methods of transportation by training and screening mentors to pick up participants
and escorting them to various classes. It will support social interaction and inclusion by involving
people with disabilities in all aspects of City Recreation.

Communitv Objective: This project will serve as a model for other City Parks and
Recreation Programs use to pilot their own fully-inclusive programs that will allow people with
disabilities free range and choice of their individual leisure activities. The project will also provide
people with disabilities an opportunity to volunteer, as that is just one of the many recreation
programs offered through Redwood City Parks and Recreation.

L population to be Served

The population to be served will be children, teenagers, adults and seniors with disabilities
throughout San Mateo County. As of 2003, San Mateo County had a population of 700,000
people, with 108,000 of those people, ages 5+, reportedly having a disability (US Census
Bureau). This number continues to grow rapidly in our county. Golden Gate Regional Center of
San Mateo County has recorded 2532 clients in their agency that could directly benefit from an
inclusion program. This grant would serve people with a variety of special needs, specifically
those with developmental disabilities.
