6.1.G. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 24, 2018 <br />SUBJECT <br />Award of Contract — Middlefield Road Bicycle and Pedestrian Improvements Project <br />RECOMMENDATION <br />By motion, approve the contract documents and award the standard form construction <br />contract (Section 00520) for the Middlefield Road Bicycle and Pedestrian Improvements <br />Project to Golden Bay Construction, Inc. of Hayward, California, for their responsive low <br />bid of $8,062,063.50, and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% above the original contract amount, and find that the project is <br />exempt from the requirements of the California Environmental Quality Act (CEQA) <br />under CEQA Guidelines Section 15301 Existing Facilities, 15302 Replacement or <br />Reconstruction, and 15304 Minor Alterations to Land <br />BACKGROUND <br />Middlefield Road is a major corridor shared by a variety of roadway users including <br />motorists, bicyclists, walkers, bus riders, park users, and others. The various roadway <br />users and surrounding community members are interested in increasing traffic safety <br />and mobility, and improving the roadway for active/alternative transportation modes like <br />walking and bicycling. Over the years, the community has expressed that Middlefield <br />Road is in need of wider sidewalks, better bikeways, more street trees/greenery, and <br />more street lighting. <br />This project will address these community concerns by constructing/installing wider <br />sidewalks (with ADA curb ramps), separated/protected bikeways, shade trees, <br />landscape planter areas, and additional street lighting. In addition, the project will <br />construct several stormwater treatment/bioretention areas to help filter/reduce pollutants <br />from entering the storm drain system. The traffic signal at Chestnut Street/Middlefield <br />Road will be upgraded to include bicycle signals, accessible pedestrian signals, and an <br />emergency vehicle pre-emption system. <br />This streetscape project has been planned and designed in coordination with the <br />approved Rule 20 Middlefield Road Phase 1 Underground Utility District project with the <br />same project limits, (Main Street to Woodside Road), see attached project location map. <br />
