6.1.G. - Page 2 <br />ANALYSIS <br />In accordance with City requirements, the City developed contract documents, and <br />completed the advertising and bidding process for the construction contract. Four bids <br />were received by the bid deadline on August 9, 2018. The total base bid of <br />$8,062,063.50 from Golden Bay Construction, Inc. is about 3% above the engineer's <br />estimate of $7,810,100 for the cost of construction. Based upon the bids received, staff <br />believes that the low bid of $8,062,063.50 is reasonable and responsive and <br />recommends awarding the contract to Golden Bay Construction, Inc. <br />If approved and awarded, the project is anticipated to begin construction towards the <br />beginning of next year (2019), and will take approximately one year to complete. <br />Notification of the proposed project will be distributed to surrounding property <br />owners/tenants in advance of the start of construction. Staff will notify Neighborhood <br />Association leaders, and message boards will be placed on site in advance of the start <br />of the work to notify the public. The City will also regularly alert the public about major <br />construction activities and impacts via the City's social media accounts. <br />ALTERNATIVES <br />The City Council may choose not to award the construction contract and direct staff to <br />redesign and/or rebid this project. <br />FISCAL IMPACT <br />Funds for the Middlefield Road Bicycle and Pedestrian Improvements Project have <br />been previously approved and appropriated in the Transportation, Gas Tax <br />Construction, Transportation Grants, Traffic Impact Fees, and Capital Outlay funds. <br />ENVIRONMENTAL REVIEW <br />As a partially federally -funded project, the California Department of Transportation is the <br />lead agency for NEPA compliance and has determined that the project is a Categorical <br />Exclusion under 23 CFR 771.117(c)(3).
