6.1.H. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 24, 2018 <br />SUBJECT <br />Fire Stations Diesel Exhaust System Modifications <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a General Services <br />Agreement with Air Exchange for fire station diesel exhaust system modifications in an <br />amount not to exceed $175,171.34. <br />BACKGROUND <br />Hazardous vehicle exhaust emissions in a fire station are a firefighter's most significant <br />cancer health risk and could be a serious legal liability. All Redwood City Fire Stations <br />have exhaust systems to remove such hazards due to diesel fumes from fire engines <br />and trucks. These systems recover all exhaust from fire apparatus, which have known <br />carcinogens, while inside the fire stations as the apparatus leaves or returns to the <br />station. <br />The current exhaust systems (Plymovent) in each station were installed in 1988 and are <br />outdated and difficult to get parts for repairs. <br />ANALYSIS <br />The modification of the Plymovent systems would bring all five fire station systems up to <br />current standards. This will also reduce exposure of diesel exhaust and other known <br />carcinogens while virtually removing 100% of exhaust emissions. <br />On May 5, 2018 a Request for Proposal (RFP) to modify the five fire stations diesel <br />exhaust systems was released to the public. The RFP was posted to the City's website. <br />The closing date was June 6, 2018 and one bid was received, by Air Exchange. The <br />only vendor of Plymovent Exhaust Systems in the Western United States is Air <br />Exchange. They originally installed the plymovents in all five of Redwood City's stations <br />as well as four fire stations in Belmont, three stations in Burlingame, and two stations in <br />San Mateo. Air Exchange provided a five page reference list with a vast array of fire <br />departments in which they have installed plymovents. Air Exchange is a reputable <br />vendor and is very qualified. <br />
