6.1.13. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 24, 2018 <br />SUBJECT <br />Reject all Bids - 2018-2019 Microsurfacing Project <br />RECOMMENDATION <br />By motion, reject all bids for the 2018-2019 Microsurfacing Project <br />BACKGROUND <br />Roadway pavements require repair and preventive maintenance for a variety of <br />reasons, including deterioration due to aging, traffic loads, exposure to the elements, <br />and intrusive tree roots. The Roadway Management Program inventories, assesses, <br />and tracks maintenance of the City's roadways. Roadway segments are then prioritized <br />for resurfacing based on the needs of the entire street network. It is more economical to <br />preserve pavements in good condition rather than delaying repairs because as they <br />age, pavements deteriorate faster and associated repair costs increase rapidly. <br />Each year, projects are selected to optimize pavement conditions and to make the most <br />efficient use of limited resources. At times, paving work on specific streets is shifted by <br />1-2 years to allow for planned underground utility (water, sewer, and storm drain) <br />projects to proceed first. This minimizes utility projects working on newly resurfaced <br />streets. <br />The purpose of the 2018-2019 Microsurfacing Project is to preserve and extend the <br />serviceable life of Marine Parkway, Vera Avenue and Alameda de las Pulgas by <br />protecting the pavement surfaces with a thin layer of asphalt material to create a <br />microsurfacing seal. Microsurfacing is a cost-effective preventive maintenance measure <br />that provides a new wearing surface, seals and protects the underlying pavement from <br />the elements, and extends the life of the pavement. Prior to the application of the <br />microsurfacing, deteriorated spot sections of pavement are replaced and larger cracks <br />in the surface are filled with sealant. After applying the microsurfacing, temporary <br />pavement markings and striping will be installed. After roughly 1 - 2 weeks, permanent <br />pavement striping and markings will be installed. <br />
