6.1.B. - Page 2 <br />Project streets are shown on the attached Project Location Map. <br />ANALYSIS <br />Five (5) bids were received for the 2018-2019 Microsurfacing Project by the bid <br />deadline on August 20, 2018. The total base bid of <br />$1,377,940 from Graham Contractors Inc. is 37% higher than the engineer's cost <br />estimate and exceeds the available budget. Due to the high bid and limited budget, staff <br />recommends that Council reject all bids and re -advertise the project. The project would <br />be split into two separate projects, one which includes the paving work and one which <br />includes the permanent striping work. The project will be rebid in spring 2019, and work <br />could start shortly thereafter. It is expected that bifurcating the work will result in a more <br />competitive bidding process and reduce the overall costs. <br />ALTERNATIVES <br />Council may choose to award the construction contract to the apparent low bidder, <br />Graham Contractors Inc. and direct staff to identify funding from other projects to <br />augment the budget. <br />FISCAL IMPACT <br />None. <br />ENVIRONMENTAL REVIEW <br />Review under the California Environmental Quality Act (CEQA) is not required for <br />projects that are disapproved under CEQA Guidelines Section 15270. Nevertheless, as <br />the lead agency, City of Redwood City has determined that the 2018-2019 <br />Microsurfacing Project meets the CEQA exemption criteria as set forth in Section 15301 <br />(Existing Facilities). Furthermore, this Project has been designed in compliance with the <br />City's Engineering Standards and accepted practices. <br />
